Multi node cluster fixes (#7025)

- Exclude DataRedisRepositoriesAutoConfiguration (cluster crash-loop
fix)
- Share JWT signing keys via the DB + require a shared credential key in
cluster mode
- Make policy run status/listing visible across nodes
