nyanmisaka 1457980baa Fix inverted RGB/BGR order in FBCE in RGA runtime 
We cannot hardcode it in ffmpeg as newer RGA kernel
driver versions 1.3.9+ have fixed this issue.

nyanmisaka d80247e694 Disable x265 Neon_Dotprod+ ASM on Linux/Arm64 for now 
This caused crashes on Cortex-A76/A55 CPUs with armv8.2-dotprod support.

gnattu 25f1cc2611 Add NE10 to enable more neon optimization for libopus 
Unlike on x86, where libopus provides inline assembly, most of the
performance optimizations for ARM Neon are implemented in the NE10
library. We need to build it separately for optimal performance on
arm64 targets.
