fix: use gh CLI for cross-run artifact downloads
...
actions/download-artifact is broken for cross-run downloads via
workflow_run — it fails with "Artifact not found" despite the artifact
existing. This affects both v4 and v7 of the action.
Replace with `gh run download` which uses the same REST API but
actually works. Verified in https://github.com/andrewrabert/test .

fix: add actions:read permission for cross-run artifact downloads
...
The deploy and publish jobs use download-artifact with run-id to fetch
artifacts from the triggering build workflow. This requires actions:read
permission, which was missing from both jobs.

Mitigate pull_request_target privilege escalation

Hotfix — replaces pull_request_target with pull_request to stop
granting write permissions and secrets to fork PRs. Some workflows
will break; can be fixed properly later.

Extract build steps to reusable __build.yml workflow. Call it from
build.yml with permissions: {} to prevent untrusted PR code from
accessing GITHUB_TOKEN. Secrets not passed to reusable workflow.
